Se il D.L. n.14\/2017, convertito dalla L.n.48\/2017, la L. n.132\/2018 e la L. n.77\/2019 sono il frutto di una volont\u00e0 del legislatore di rivedere i criteri di gestione della sicurezza all\u2019interno delle citt\u00e0, le circolari del Ministero dell\u2019Interno del 07\/06\/2017, del 19\/06\/2017, del 20\/07\/2017 e le successive direttive del 28\/07\/2017 e del 18\/07\/2018, sono la risposta ad episodi drammatici che hanno destato particolare attenzione e clamore nella opinione pubblica. Dopo la proliferazione di nuove norme, nonch\u00e9 di circolari e direttive ministeriali in materia di sicurezza urbana e gestione degli eventi, \u00e8 emersa evidente la esigenza di dare una risposta formativa, che porti alla creazione di figure qualificate che possano competentemente porsi come <em>trait d\u2019union<\/em> fra i vari protagonisti e faciliti l\u2019attuazione delle norme suddette.<\/span><\/p>\n<p><span style=\"color: #000000;\">Il <em>manager<\/em> della sicurezza urbana deve:<\/span><\/p>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"color: #000000;\">conoscere i fondamenti giuridici e normativi italiani ed europei in tema di ordine e sicurezza pubblica;<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"color: #000000;\">possedere capacit\u00e0 di pianificazione e gestione in materia di riqualificazione e rigenerazione urbana per il contrasto alle marginalit\u00e0;<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"color: #000000;\">conoscere i fondamenti e le pi\u00f9 recenti innovazioni teoriche ed applicative in ambito sociologico e criminologico sulla sicurezza urbana, sulle politiche di sicurezza, sulla fenomenologia della violenza e dei processi di vittimizzazione;<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"color: #000000;\">saper interpretare e applicare i modelli di sicurezza e saper definire strategie di intervento nel campo della <em>safety\/security<\/em> urbana in una visione integrata e multidisciplinare della prevenzione;<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"color: #000000;\">saper utilizzare gli strumenti propri del <em>project management<\/em> e gli strumenti base della statistica per l\u2019interpretazione dei dati prodotti secondo metodologie scientifiche;<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"color: #000000;\">acquisire, potenziare e saper applicare l\u2019insieme di pratiche e di saperi utili alla sicurezza urbana e al contrasto della violenza in tutti i suoi aspetti, prendendo in considerazione le istanze emergenti a livello nazionale ed internazionale.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">La conoscenza dei profili di <em>safety e security<\/em> nella gestione dei grandi eventi \u00e8 fondamentale per il \u201c<em>manager<\/em> della sicurezza urbana\u201d, il quale deve gestire il grande evento consapevolmente e scientemente integrando le funzioni proprie delle forze dell\u2019ordine e di polizia e quelle attribuite dalle leggi Minniti e Salvini alle polizie locali. Proprio per questa esigenza, \u00e8 di notevole importanza una figura professionale istituzionalizzata all\u2019interno delle amministrazioni comunali e delle strutture private collegate all\u2019implementazione e gestione della sicurezza urbana.
